i went through the same thing a year ago with my son he is two this week and he just chucks bigger tantrums now. When he did this i just ignored the behaviour the best i could i also gave him some time out like what you do and it seemed to work but also another way i found especially now is to redirect their attention at one they cant communicate like we do so ignore the whinging use calm tones then try to redirect them to something else ie read a book to them or get their fav toy out and once they stop their nonsense let them play with it. I think ignoring it to some regard is the best thing my son even as we speak is having a temper tantrum but seems to realise i wont aknowledge anything he is doing until he stops but will then be rewarded with something fun or a lolly. it is hard and draining and yes you sometimes loose your cool but be persistent everytime otherwise they win and you will create a worse of situation good luck

you need to stop the behavior which is whining. teach him what whining is by mimicking him and tell him that you wont listen to him if he whines.teach him to talk in a normal voice tone.i have 3 small kids and none of them ever whined once i addressed the behavior by teaching the right way to talk.also if he's yelling then teach him how to talk in a softer voice. when he does then praise him for it.there is nothing more annoying than a whining child in public while the parents do nothing to stop it. good luck

When he starts whining because he want s something, just ignore him. He will eventually get tired and go to sleep.
