Yes, he sounds constipated. Prune juice is GREAT for constipation, and try to get him re-hydrated with water, pedialyte, juice, whatever he'll drink.

Sounds like constipation to me, yes. Raisins and additional liquids always help my toddler, very quickly, when he's constipated.

Give him Prune juice or Prune baby food - my kids loved the sweet taste too.
