No. It just more or less tells you a time frame you will get it. My dad got a paper check and the letter stated he would get it by July 5, but the day before was a holiday so it was held up in the mail to the 7th. So if your letter stated you will receive it by the 18th you can expect it anytime next week.

It will not tell you the exact date it was mailed. But you should have recieved a letter prior to the mailing date telling you when it would be mailed. It would also tell you how much you would recieve, and that if you didn't recieve it with 6-8 weeks from the date at the top of the paper call them. And there was another number other than the 4010 number.

Don't believe it when you get the notice the check is in the mail. It must be coming from china via rickshaw because those that were due June 20 are still not delivered.
