You can easily fit 6 in there. And the inch per gallon "RULE" is a complete myth. Don't ever let anyone try to tell you to abide by that rule.
Ex: You cannot put a 10 inch Oscar in a 10 gallon aqaurium.

That one inch of fish per gallon rule doesn't really seem to apply to neons due to their small size. Same with guppies. I would say for those fish to count them as three neons to a gallon, and go from there.
Even though plecos can grow large, they probably wont have any trouble in a 29 gallon tank for a long time.
