We think someone's been in our garden and clipping our plants because I found the shoots of some plants have been cut and the leaves have been cut too. And yes, I'm sure nobody in the house has done it.
It is not a person but an animal, trust me. When a hedgehog or groundhog, same in one, a deer, rabbit etc. it appears as if a human is doing this because it looks just too perfect for a critter. Trust me, it is a critter!
Try putting a fence in but remember, a critter like mentioned can burrow a hole under the fence! Smart little critters!!

It could be deer or other big animals ripping the plants from the roots. Goats, sheep, javalina?
Also, the cutworm will cut small, tender plants straight across from the surface stem.
I'd suggest walking your garden at night (with a flashlight) to see if you surprise any four-footers.

Are you sure it wasn't slugs or snails? When I first started gardening I was outraged to get up one morning to see that the heads of some of my plants had been clean sheared off. I was adamant someone had done it but it turned out to be slugs!

If you are so sure someone is clipping your plants, then what exactly is your question? Are you asking who is clipping your plants? Or are you asking how to keep people out of your garden? Please clarify.

Might be a vole. It does sound like an animal of some sort.
