Would you use a communal garden to grow food

Yes I would.

I’m sure some sort of organization went into this. And since you say it is communal, there is usually a “member” present when it is open for viewing or tending or relaxation. And the food we grow is pretty common, eaten by everyone and most food gardens have surplus. Smallfish1603 has the right idea. At the very least, “offer” surplus food to your neighbors who may not participate and if there is someone in the community who you KNOW could use a little extra food, don’t hesitate or ask - give it to them as an act of kindness – insist they take it. I think as people see the communal garden is really there for the community you will have more and more people keeping an eye out for vandalism or any other type of unwanted activity.

In the end of the day, I see success. The garden will make some people smile or feel good just by looking at it and long term friendships could develop.

You may end up with more “vandalism” from natures little creatures than you will from anyone in the community. And if you feel you don’t want to participate for the long term, at least you gave it a try and that’s the feeling I get from your question.

It would most certainly depend on how well I know the other members of the community. It's sad to say but some people are just plain unacceptable . What I'm speaking of is hygiene. It would also depend on if ANYONE had access to the garden besides the community members. There are many ways to contaminate a food source.

It is good to grow food anywhere possible. However you should be prepared if someone damages them. You could perhaps talk to the neighbours or people around to seek their co-operation. You can offer a little when you get the crop as an appreciation and to keep friendship.
