So get off the internet, and take him to an emergency vet NOW! If you don't have him treated, you could potentially be charged with animal neglect if it turns out that it's something serious.

If taking the dog to the vet isn't an option, why do even have a dog? When you take in a pet, you are their voice and are responsible for their well being. When your pet is in trouble, it is YOUR responsibility to help them. I would suggest taking him to the nearest no kill shelter and let someone who will take care of him to adopt him.
