If you just want chili to put over a hot dog, it's just easiest to heat up a can ... Stagg's is excellent canned chili, and there are alot of varieties (including vegetarian)

you can cut hotdogs in to the chilli or cook the whole dogs with the chilli you could also layer the hotdogs in a cassarole dish and pour chilli over them add cheese and bake

brown hamburger, add some tomato paste, 1 tablespoon each of chile powder & cumin, if you have any onions, dice small and fry with the hamburger. Add more chile powder if needed.
