The earth's northern hemisphere is facing towards the sun due to earth's 23 degree axis tilt and it's current orbital position, causing longer duration of exposure to solar radiation.
Specifically for Texas though, the jet stream has shifted slightly northward due to La nina conditions in the Pacific Ocean, drawing in super heated air further north.

because Texas is the southernmost state, because the state is so large in area that by the time the tradfe winds reach you they have already crossed miles of desert and thereby aquired the heat off the surface of the planet
